[*] Scope of Service:

(1) Vendor needs to provide aerial and oblique imagery services and software
- Producing full-color, digital orthophoto quadrangle imagery (“ortho” imagery) and full-color, digital oblique imagery (“oblique” imagery) for the City of Chesapeake, and to host such imagery for the City in a cloud-based imagery viewer platform
- This imagery will serve as a basemap for the City’s geospatial platform, Geographic Information System (“GIS”) applications, Enterprise system integrations, and field data collection. These products are both internal and public-facing
- Contractor shall conduct flights and prepare ortho and oblique imagery of the entire project area as frequently as the City directs.
- Contractor shall provide a cloud-based hosting and imagery viewer platform to host and display the imagery (a “Platform”), which Platform must support the Representational State Transfer software architectural style (“REST”), and which must be able to integrate with Esri GIS services, including ability to set imagery as a base map layer. Contractor’s Platform must also be capable of hosting imagery from all historical, current, and subsequent flights performed for the City.
- Contractor shall capture ortho and oblique imagery concurrently to provide consistency and clarity of imagery appearance.
- Contractor shall provide a Platform with the ability to integrate the imagery into other City systems, specifically (without limitation) the City’s computer-assisted mass appraisal (“CAMA”) system, GIS desktop software, ArcGIS Enterprise, ArcGIS Online, and the City’s computer-aided dispatch (“CAD”) system
- Contractor shall capture imagery depicting no foliage on any vegetation (“leaf-off” imagery), along with the ability to add a leaf-on capture if desired by the City.
- The Contractor shall ensure that imagery can be shared inside the City as well as with contractors employed by the City, both orthos and obliques (public facing).
- Contractor shall provide password and/or permission-based access to its Platform for a minimum of 300 City users. The Platform must also be capable of active directory integration (“ADI”) with City systems.
(2) All the questions must be submitted no later than December 5, 2023.
