[B] Scope of Service:

Vendor needs to provide management, health communication, program management, and consulting services for development and implementation of comprehensive public health communication and education materials for the center to the government authority located in Atlanta, GA.
- The proposed work will be useful in informing future activities and will assist with the development and advocacy of sound public health policies. This is critical to agency mission to improve health by preventing and controlling disease, injury, and disability and promoting the inclusion of people with disabilities in public health prevention efforts.
A. Health Communications Support Services: -
- With input from information technology graphic designers, audio/visual producers, media designers, and CDC communication staff, contractor will prepare, edit, and disseminate a suite of electronically-based health communications materials to include, but not be limited to, Questions and Answers (Q&A), fact sheets, key findings from released manuscripts, matte articles, press releases, internet text/news media, web content, PowerPoint presentations, talking points, and other health communications materials designed for internal and external audiences that shall convey a cohesive public health message on BDMRB program activities.
- Provide input into the development of and dissemination of social media tools, fact sheets, key findings documents, presentations, reports, manuscripts, partner collaborations, talking points, CDC-INFO inquiries, date requests, forecasting portal requirements, and other materials designed for internal and external audiences.
 B. Data Management Support Services: -
- Review, clean, analyze the state birth defects and Neonatal Abstinence Syndrome (NAS) surveillance data.
- Prepare and maintain human subjects, Institution Review Board (IRB), assurance of confidentiality and other human subjects protection documentation.
- Work with Information Technology staff to establish, document, and facilitate data reporting mechanisms.
- Establish a database variable structure for housing multi-state data submissions to CDC.
- Develop and execute data quality control protocols to identify data issues.
- Communicate with state birth defects surveillance systems to resolve data issues.
- Prepare documentation of the multi-state birth defects and NAS surveillance databases including data dictionaries, file formats, and data cleaning procedures.
- Identify program improvement opportunities and recommendations to increase the timeliness and accuracy of data.
- Perform statistical analyses of data, e.g. prevalence ratios, trend analyses.
- Generate files, reports and data tables, as needed.
- Prepare written and oral reports of program improvement recommendations and analytic findings
C. Medical Records Abstraction Support Services: -
Collect and compile epidemiologic data on infants and fetuses with neonatal abstinence syndrome (NAS),
congenital malformations, genetic diseases, or congenital infections. Specific tasks to collect these data include:
1) Regular visits to medical providers, genetic laboratories, hospital nurseries, obstetric units, pediatric wards, and medical record rooms to identify potential cases with these conditions.
2) Contact specific hospital/clinic/provider staff to obtain access to facilities and records. Complete any training at locations necessary to have access to records. Obtain appropriate computerized listings completed (Discharge Index lists of potentially eligible cases) for review.
3) Review of medical, laboratory, and vital records of such infants and fetuses to determine if fetus/infant/child meets MACDP case definition. Complete full abstraction information for eligible cases in CDC-developed surveillance forms or laptop or future web-based software. This normally can take 15 min to 2 hours per case.
4) Abstractor will code the NAS case using a modified International Classification of Diseases (ICD)-9-CM or ICD-10-CM (when available) system which has birth defect detailed codes.
