[B] Scope of Service:

(1) Vendor needs to provide consultant services to review hauler regulatory compliance to the government authority located in Glendale, CA.
- Glendale Municipal Code 8.56.140:
In compliance with Assembly Bill 939, permitted solid waste haulers are required to pay twenty percent (20%) of their gross receipts to the City. Solid waste collectors report on materials collected and submit payments to the City quarterly. The selected contractor shall review fee payments and reported tonnage during the selected reporting period. The contractor shall verify appropriate fee payment and reporting form completion while determining revenue to tonnage ratio. Inconsistencies will be identified which may be resolved during Consultant site visit.
- Assembly Bill 341
The contractor shall verify hauler compliance with AB 341 to ensure mandatory commercial recycling and legislative outreach and education to applicable customers. If State law requires additional reporting by solid waste haulers, the Consultant may be required to gather additional data during the contract period.
Assembly Bill 1826:
The contractor shall verify hauler compliance with AB 1826 which requires organics recycling at commercial account. The definition of a commercial account as of January 1, 2019 is 4yd3 or more of solid waste.
Assembly Bill 1594:
The contractor shall verify where permitted haulers take green materials (yard waste) and the final use of that material. The contractor must report which haulers are using green waste as alternative daily cover beginning in 2020.
Cal Recycle Annual Report:
Determine the City’s overall compliance with CalRecycle mandated legislation.
(2) All questions must be submitted no later than October 31, 2019.
(3) A mandatory proposer conference will be held on October 29, 2019.
(4) Contract term will be two years.
